Michele Francine (Shelley) Garcia, 53, of Chesapeake City, MD, passed away unexpectedly May 24, 2014 at Union Hospital. Born in Joppatowne, MD on February 13, 1961, Shelley was the daughter of Howard Smith and the late Mildred Smith.
