Connie & Family,
I'm saddened to hear of Jim's passing but I know he is in a good place and at peace. Your husband and I worked together, first as dispatchers and later when I was a trooper being dispatched to complaints by Jim. He was always a dedicated, caring person who will be missed. My thoughts and prayers are with you and your family. Skip Homiak (retired DSP)

When I started my career with DSP, James AKA "Flea", was one of the first voices I heard on the radio. His had a soothing yet professional tone. He had a way of not getting excited about a stressed complaint and that helped in our response. I used to see Jim at D&D and chat with him about our retirement. I will honestly miss him, please except my sincere condolences... John Rolfe retired DSP

During my service with the Delaware State Police I worked with many exceptional people. Two of the most dedicated and impressive individuals serving the citizens of Delaware were Jim (Flea) and his father, Walt. Jim was a talented Dispatcher/Computer Specialist and Walt was an excellent mechanic.
Jim was always there to help others. I will never forget Jim commanding his Sea (Flea) Scouts when they gathered at Troop 6.
He had a positive effect on many young kids in their formative years. He can never be replaced and will always be remembered.
