Charles Joseph Henry, Sr., lovingly known as Chip to his family and friends, passed away on January 11, 2026 at the age of 82 in Peach Bottom, PA surrounded by his family. He was born on June 23, 1943 in Philipsburg, PA to the late Maynard Brown Henry and Elizabeth Martha (Swires) Henry.

Chip proudly served in the United States Army from 1965-1967, where he toured in Vietnam. After his honorable discharge, he continued to serve his community in the Baltimore County Police Department retiring as a Sergeant- Detective after 25 years of service. After retirement, Chip and his wife, Ruth owned a store in Ocean City, Maryland “Chip’s Beach and Variety” from 1992-2001.

Chip was an active member in the FOP Organization Lodge 4. He loved being outdoors tending to his landscape and vegetable gardens. He was a fan of John Wayne and Clint Eastwood and Roy Orbison. He enjoyed collecting stamps, playing golf, and watching the Ravens and the Orioles.

Chip was most passionate about his family. He always played an active role in his children’s lives, from coaching their recreation teams to teaching them home improvement projects. His immense love and support carried over to his grandchildren as their number one fan.

He will be remembered for his kindness, his fairness and his ability to be the calm in every storm. He will be missed most for his quick wit and clever one-liners.

Chip is survived by his wife, Ruth (Palmere), Son: Charles J. Henry, Jr. and his wife, Debra, their children: Charles J Henry III and Brett Henry; Daughter: Patricia (Henry) her husband, George Panageotou and their children: Lauren Panageotou and Emma Panageotou; sister-in-laws and brother-in-laws: Joe and Pat Nason, Phillip and Donna Palmere and Rosemarie Palmere as well as many loving nieces, nephews and cousins. He is preceded in death by his sister Mary Carol and her husband George Jacox; stepmother, Amorel Henry; and stepbrother, Don Woods.

A visitation will be held on Monday April 6, 2026 from 1:00 PM-2:00 PM at R.T. Foard Funeral Home, P.A., 111 S. Queen Street, Rising Sun, MD 21911. A private service will follow at 2:00 PM. In lieu of flowers, memorial contributions can be made payable to “Tunnel to Towers Foundation” or “PAR Fund” to support Baltimore County Police Officers and their families when they’re most in need. Ruth, Charlie and Patricia: My thoughts and prayers have been with you. Charlie and Patricia, It's hard to lose a parent, especially when they have become your best friend. Memories, keep them in your heart. Pass them along to your children and think of them often. Ruth losing a husband is so heart breaking. Memories, they are so comforting at times. Love, Suzie

Chip was our Brother-in-law by marriage but became a best friend and we loved him as our brother. He was stuck with me as Ruth being my twin sister and BFF, we spent all the holidays together and vacations, and often the four of us would meet for happy hour and early dinners. Ruth and his family and friend were his world, and he was so grateful for these blessings. No words can express the sorrow that all of us feel, and he will continue to live on in our hearts and mind until we, meet again. God Bless you and love you much. Joe and Pat

Ruth, Family and friends. Bob and I are so very sorry to hear of Chips passing. I know there is a whole in your heart that will never be filled. Chip was a very special person and his kindness will be missed. Naples will never be the same without Chip. May he rest in peace.

Chip was not only a great friend, but was the best cop I ever had the pleasure of working with throughout my career. He was a tenacious investigator who persistently refused to give up on any case he was assigned. His empathy and patience toward the crime victim and their family gave you the impression they were a close member of his family. The world was a much better place with Chip in it, and he will be missed by me and countless others he has helped along the way. Chip and Ruth began a legacy of extraordinary families that have been a blessing to not only those around them, but to entire communities. Their commitment to family was a source of lifelong support. Ruth and Chip’s loving and caring family embraced you as if you were one of the own and Chip will be deeply missed by all.

Worked with Chip many years ago and can tell many stories and relate fond memories of Chip and our squad of detectives. Aside from being a good cop, Chip was considered by all to be a "really nice guy". RIP Chip.

Peace of mind is a call away. We’re here when you need us most.

Chip & I first met while working in the "Flying Squad" in the late 60's. We drank a few together after work and played poker to the wee hours of the morning. Chip was a good friend and associate. My sincere condolences to Ruth and your family. God Bless!

Chip was born 1943, one latter from me. We were GREAT FRIENDS for our jobs. I am sorry to heard Passing.

When you looked at Chip so tall and strong you would never have guessed how truly kind and gentle he was. He was soft spoken, easygoing, and had such a calm steady presence. He adored his family and that love was so evident in everything he did. Nick and I will always cherish the many good memories we shared especially the special times spent together as families.
