Jim was born and raised in Baltimore County MD, who after earning his B.S. Degree in Engineering held various leadership positions throughout his 39 years of government service.

Soon after his retirement, Jim and his wife Barbara moved to North East to be closer to family, most importantly, grandchildren.  Jim and Barbara have six children and several grandchildren spread across various states, keeping them busy with many road trips throughout the year.

In his spare time, Jim volunteers at the Perry Point VA Medical Center assisting veterans at various social activities. In addition, gardening and morning walks are favorite pass times for both Jim and his wife.
