Elaine Shepard (née Ball), 83, of Chesapeake City, Maryland, passed away peacefully on Monday, September 1, 2025. Born in Spaulding Heights, she was the beloved daughter of the late John and Lucille (née Sembower) Ball and the devoted wife of Ernest “Buddy” Shepard.
Elaine built a long and respected career as a legal secretary, first at the law firm of Macleay & Lynch in Washington, D.C., where she was admired for her professionalism and dedication until her retirement. After relocating to Chesapeake City, she continued to share her talents, working part-time with the Hemphill Law Group in Elkton.
Deeply committed to her community, Elaine served as a member of the Chesapeake City Council and as a poll judge, among other roles. Her service reflected her belief in civic duty and her love for the town she called home.
Elaine’s creativity and warmth were evident in her many hobbies. She enjoyed knitting, sewing, and quilting, gifting family members with handmade treasures that will be cherished for generations. She was also an avid reader who loved immersing herself in mysteries and thrillers. A true dog lover, Elaine opened her heart and home to many canine companions throughout her life, including her faithful rescue chihuahua, Alley.
Elaine is survived by her devoted husband, Ernest; her daughter, Karen Shepard Donberger and husband, Tony; grandchildren, Allyson and Anthony Jr.; and her “adopted sons,” Frank Morgan and Michael Lubetski.
An inurnment at Arlington National Cemetery will be held at a later date.
In lieu of flowers, memorial contributions may be made to the Maryland SPCA, honoring Elaine’s lifelong love for animals.
