Pete was a supervisor at FedEx. He was very outgoing and enjoyed spending time with his family, especially the grandkids as they were growing up. Pete was a hunter and loved hunting deer. Traveling, camping and going on cruises was something he enjoyed doing on his time off.

Franklin is survived by his mother, Frances Lee (Coulter) Hughart; brother, Edward Lee Hughart (Janet); brother, Russell Wayne Hughart (Sharon); brother-in-law, Earl Lee Bacon; former wife, Debbie Beddia; son, Jamie Parks IV; daughters: Melissa Vanleer and Roxanne McDaniels. He was not their biological father but he was their dad. Grandsons: Sargent Alex Parks U.S. Army and Jamie Parks V; granddaughter, Rachel Vanleer; niece,Tracie Phelps and many other nieces, nephews and cousins. Along with his father, he is preceded in death by his sister, Beatrice Linda Bacon; nephew, Dale Bacon and niece, Jill Bacon.

An evening viewing will be held from 6:00 p.m. to 8:00 p.m. on Monday, November 25, 2019 at R.T. Foard & Jones Funeral Home, 122 W. Main Street, Newark, DE 19711. A celebration of Pete’s life will be held on Tuesday, November 26, 2019 at 11:00 at the funeral home where friends and family may visit starting at 10:00. Burial will follow at Newark Cemetery 20 New Street Newark, DE 19711. In lieu of flowers, memorial contributions can be made to “ALS Foundation” in memory of Dempsey and Roger Hughart and sent in the care of the funeral home.
