Mark was born and raised in Hartford and Cecil County, Maryland, and graduated from Perryville High School. Mark is an ordained Freewill Baptist Minister with thirty-six years of service to the ministry. He was a bi-vocational pastor of several churches in Maryland and Pennsylvania while carrying out a full-time job managing an auto glass repair and replacement shop. He currently pastors in Darlington, Maryland.

Mark enjoys serving others. Serving with R. T. Foard provides an opportunity to make a very difficult time easier. Mark has been married to his wife, Teresa, for over thirty-seven years. They have two children and five grandchildren.
