Jeff was born and raised in Newark, Delaware, and a graduate of Newark High School. He enlisted in the US Marine Corps and was part of Operation Eagle Claw where he received several medals while operating a CH 53 Sea Stallion helicopter. He continued his service in the Federal Government as a Firefighter/Lieutenant/Paramedic. After retiring from the Government, he went on to work with his brother in Snap-On Tools and with the Office of the State Medical Examiner as a Forensic Investigator in Cecil County.

Jeff joined R.T. Foard Funeral Home as a Transfer Specialist continuing his education. As he became more involved with R.T. Foard Funeral Home, he continued training and received certifications and licensure. Jeff holds a license with the NFDA State of Maryland Mortician Board. His position at R.T. Foard Funeral Home is the main Certified Crematory Operator.

In his free time, Jeff is an active and life member of the Rising Sun Fire Company and American Legion Post #194. Jeff and his wife, Ruth, reside in Rising Sun and enjoy going to the beach, traveling, and spending time with family, including grandchildren and great-grandchildren.
