Lucille Marie (Webb) Perkins

Lucille Marie (Webb) Perkins, age 87, of Rising Sun, MD passed away on Tuesday, May 12, 2026. Born on December 14, 1938, in Elkton, MD, Lucille was the loving daughter of the late Claude Howard Webb, and the late Matilda (Croff) Webb.

Lucille lived a life marked by kindness, patience, and loving devotion to others. She was a devoted wife, mother and friend whose life reflected grace in both the simple and the remarkable moments. Lucille married the love of her life, Orlie Rex Perkins, known to many as Rex, at the age of 15, beginning a lifelong partnership built on love, loyalty and shared memories. Lucille worked as a Secretary at Perry Point until the birth of her daughter, then she embraced the role of homemaker, pouring her heart into creating a loving and welcoming home.

One of Lucille’s greatest joys was cake decorating and baking, and was known for her beautiful creations. She shared her talent generously, teaching multi generations how to decorate cakes and passing along both skill and tradition. Lucille’s faith and fellowship were a very important part of who she was. Those who knew Lucille will remember her with deep affection for her devotion to her family, friends, church and community.

Lucille is survived by her daughter, Laura Marie O’Neil (husband, Wayne); siblings: Howard Lee Webb, Kirk Lewis Webb, and Mary Lou Jackenson, and her long-time friend and companion, Wayne “Jerry” Erickson.

In addition to her parents, Lucille is preceded in death by her husband, Orlie Rex Perkins, her sisters-in-law’s Shirley Webb, Patricia Webb and many of God’s creatures, including her beloved Abby.

Services will be held privately. In lieu of flowers memorial contributions may be made payable to, “Rosebank United Methodist Church” and sent in care of R.T. Foard Funeral Home, PO Box 248, Rising Sun, MD 21911.

Lucille was my neighbor and dear friend for many years. She was kind and generous with her time and treasure. She was a loving caregiver for many children, including my son. All who knew her recognized and appreciated her gentleness and goodness.

Laura and family Our thoughts and prayers are with you. Lucille made our family many a cake for birthdays and welcome home parties. My favorite was she made me a Pooh cake for my 50th birthday. She will be greatly missed

When calling my Aunt Lucille on the phone: ME: “Hello, this is me, is that you??” Lucille: “Yes, this is me, is that you?” What a wonderful aunt and great aunt she was. Never to be forgotten. Always remembered. We grieve with you, Laura. Love, Gwen, Dave and all the children and grandchildren.

"Miss Lucille" had a warmth about her that I recognized right away as a child. Since I didn't like cake, she would make me the world's best brownies. Although I was very little, I remember feeling safe and cared for when she would watch me when I was home sick from school. Thank you for being a part of my extended family Miss. Lucille. We will love and miss you always.

My deepest condolences to Laura and all who knew and loved Lucille. I have so many memories over the span of my life where “Mrs Perkins” kindness and warmth was so apparent. We loved trick or treating her because she gave out homemade popcorn balls and brownies. Driving by her home you’d most always see her outside tending her yard, garden or beloved animals. She was the best neighbor to my dearest Aunt Jean, Lester and their children. Heaven has gained an Angel. Rest easy now.

Heaven has gained another beautiful angel. A angel who was like a second mom to me, especially as a young kid. Since her passing, there have been so many fond memories of her playing through my head. But mostly her open door policy for all the neighbor kids and her patience in teaching me how to make icing roses. That “sweet” skill has transferred to me being in charge of all cupcake decorating for my great niece’s birthday parties. My condolences and love go out to the entire family. Lucille… you will be missed, but you can now rest easy as you are reunited with Rex.

Laura - My deepest sympathy to you in the loss of your mother. I remember going to your house when we were young teens and your mother was always so welcoming. She made my wedding cake and a few of my birthday cakes for my girls. May she rest in peace.

Lucille and I are cousin. She was always sweet and kind. Blessings to her family.
