Joseph “Joey” Merrill Smith, 65, of Rising Sun, Maryland, passed away peacefully on December 6, 2025. Born in Havre de Grace, Maryland, on March 30, 1960, he was the beloved son of Mary Ann (née Gibson) Smith and the late John Walter Smith, and the devoted husband of 44 years to his wife and best friend, Donna.
Joey began his career with the Veterans Administration as a Nursing Assistant at Perry Point, where his compassion and dedication to service quickly became evident. Extremely intelligent and driven, he went on to earn two Master’s degrees and rose steadily through the ranks of the Federal Government. Over more than 30 years of distinguished service, he worked as a Contract Specialist for several federal departments, most recently with the Transportation Security Administration, before retiring with pride in a career defined by integrity, commitment, and excellence.
Outside of work, Joe lived life with enthusiasm and curiosity. A certified recreational scuba diver, he volunteered his skills with the Maryland State Police Search & Rescue Team, earning deep respect from those he served alongside. He was also a Harley-Davidson enthusiast who loved the freedom of riding his trike on the open road. An avid golfer, history buff, and frequent visitor of historical sites, Joe embraced every opportunity to learn, explore, and enjoy the world around him.
Known for his quick wit, outgoing spirit, and warm, friendly nature, Joey had a gift for making people feel welcome. He was a proud fan of the Baltimore Ravens, Maryland Terrapins, and Baltimore Orioles and never missed an opportunity to cheer on his teams. Above all, Joe treasured his family, his friends, and the simple joy of time spent together. He will be deeply missed by all who knew and loved him.
In addition to his father, he is preceded in death by his brother, Donald Walter Smith.
Joey is survived by his devoted wife, Donna; his faithful black Labrador, Hershey; his mother, Mary Ann Smith; father-in-law, Edward McGill; sisters-in-law, Terri Gloyd (Charles) and Cindy Bundick (John); brothers-in-law, Michael McGill (Beth) and Matthew McGill; his brother, Michael Smith (Shannon); his sister, Linda Rosa (George); sister-in-law, Susan Smith as well as numerous nieces, nephews, extended family members, and friends.
A celebration of Joey’s Life will be held on Friday, December 12, 2025 at 11:00 AM at R. T. Foard Funeral Home – 111 South Queen Street, Rising Sun, Maryland. The family will begin receiving friends at 10:00 AM, Burial will take place at Asbury Cemetery.
