Jo Anne Ragan, age 86, of Conowingo, MD, passed away peacefully on Tuesday, May 13, 2025 surrounded by her loved ones. She was born on May 11, 1939, in Marion VA to the late John Rock, and the late Jean (Johnson) Housekeeper.

Jo Anne was a beloved mother, grandmother, and great grandmother who dedicated her life to nurturing her family and taking care of her home. Jo Anne took great pleasure in the simple joys of life, from her enjoyment of shopping to caring for her garden. She would spend time lovingly tending to and cultivating her beautiful plants and flowers. Jo Anne was a passionate collector of angels, finding comfort and beauty in these symbols of hope.

Jo Anne’s commitment to her community was evident through her many years of service at the Conowingo Baptist Church, where she taught vacation Bible school for over 25 years. Her dedication to nurturing the spiritual growth of children created a lasting impact.

Jo Anne will be deeply missed by her family, friends, and all who were fortunate to know her.  May she rest in peace, surrounded by the angels she so lovingly collected.

Jo Anne is survived by her children: Franklin D. Ragan, Jr. (wife, Rhonda), Ken Ragan, and Eric Ragan (wife, Raye), sisters: Betty Orr, Mary McClure, Patty Hash, and Nancy Greene, grandchildren: Kristen Lowery, Keith Ragan, Meghan Handy, Jillian Ragan, and Jackson Ragan; seven great-grandchildren; and one great great-grandchild.

In addition to her parents, Jo Anne is preceded in death by her husband, Franklin D. Ragan, Sr.; and daughter, Brenda Rozek.

A celebration of Jo Anne’s life will be held on Friday, May 23, 2025, at 11 AM, at R.T. Foard Funeral Home, P.A., 111 South Queen Street, Rising Sun, MD 21911, where family and friends may begin visiting at 10 AM. Burial will follow at Pleasant Grove Cemetery. In lieu of flowers, contributions may be made payable to “Pleasant Grove United Methodist Church”, sent in care of R.T. Foard Funeral Home to P.O. Box 248, Rising Sun, MD 21911.
